Open Learning Systems (OLS) started BfC analysis in Odisha  in 2003 in partnership with HAQ, and has continued since then. The first time-series budget analysis of this partnership was published in 2007 as “Budget for Children in Odisha for 2001-02 to 2005-06". This was followed the next year by “Children and the State Budget for 2004-05 to 2008-09".
