THIRUVANANTHAPURAM: The cabinet will on Tuesday, take up for discussion the draft of a set of rules framed for establishing the Kerala state commission for protection of child rights (KSCPCR) on the lines of the National Commission for Protection of Child Rights.

The commission has been envisaged to check the violation of child rights and also to ensure protection to children.

"The KSCPCR will have a chairperson and seven members to look into cases relating to violation of child rights across the state," said minister for social justice M K Muneer. The commission would coordinate with Integrated Child Protection Services for proper implementation of rules to protect child rights, said Sandhya Raju of the Human Rights Law Network (HRLN). She was part of a team of experts who attended a review meeting of the draft on Monday.

"The state child rights commission can intervene whenever there is an infringement of child rights in the state," Lida Jacob, adviser to the government for gender and child rights, said.

The KSCPCR would also ensure the proper functioning of all child welfare institutions across the state. "After framing the draft rules some changes have been incorporated by the Law department," said deputy director of the department of social justice P Prathapan.

THIRUVANANTHAPURAM: The draft to constitute the Kerala State Commission for Protection of Child Rights (SCPCR) on the lines of the National Commission for Protection of Child Rights (NCPCR) will be discussed by the cabinet on Tuesday. The Commission will work to check child rights violation and ensure the protection of children below 18 years in the state.

Similar to the Women's Commission to handle cases relating to women, the Kerala State Commission for Protection of Child Rights (SCPCR) will handle all cases relating to violation of rights of the child. "The KSCRC will have a chairperson with seven members to handle cases relating to violation of child rights across the state," said Dr. MK Muneer, Minister for Social Justice.

"Aimed at strengthening the child protection linkages across the state, SCPCR will function in coordination with Integrated Child Protection Services (ICPS) for proper implementation of the rules to protect the child rights," said Adv Sandhya Raju of the Human Rights Law Network (HRLN).

"The State Child Rights Commission can intervene anywhere when there is an infringement of child rights in the state," said Lida Jacob, advisor to the government for gender and child rights.

Social Justice Department deputy director P Prathapan said, "The SCRC on the lines of NCPCR will intervene in case of child rights violation of children below 18 years and it is expected to ensure proper functioning of all child welfare institutions across the state. After framing the draft rules some changes have been incorporated by the Law department".

As part of that, a review discussion on child protection and governance by the Social Justice Ministry along with department officials and HRLN here on Monday focused on ways to bridge the gap in implementing the rules to protect children. It also focused on ensuring speedy justice to prevent infringement of child rights in the state including those of the tribals, dalits, fishermen community and other disadvantaged sections in coastal areas.
