It is to make the government walk its talk about children that in 2002, HAQ: Centre for Child Rights, a civil society organisation based in New Delhi, published a decadal analysis (1990-91 to 1999-2000) of the Union Budget from a child rights perspective.

The next time-series analysis of the Union Budget as well as of the budgets of three states – Andhra Pradesh, Himachal Pradesh and Odisha–for a period of seven years from 2000-01 to 2006-07 was published in 2007.
